Circuit Courts are courts which move to different venues for specified periods. The judges hold court in whichever location the court is currently operating in. In essence, the judge travels from “circuit to circuit” or from town to town and the court is held wherever the judge is. Previously the Federal Courts of Appeals were called the Circuit Court of Appeals. The working of the circuit courts is not a recent phenomenon. In fact it is part of very ancient history and is mentioned in the Bible when Samuel travelled from year to year and judged Israel. Judge James Kent who is also known as the “Father of the American Judiciary” referenced Samuel as he wrote about riding circuit to different towns to hold courts. King Henry II of England had judges ride around to hear cases and dispense justice rather than forcing everyone to come to London for their cases
